SUMMARY & BACKGROUND:
This Ordinance will provide funds to clean accumulated sludge from aeration tanks, perform required cleaning of air diffusers, repairs and/or replacement of parts such as air diffusers, diffuser sleeves and clamps, piping, drains, gates and valves, as needed. The Aeration Tank Cleaning Project will increase the air diffusion efficiency in the aeration tanks for better clarification of wastewater in the secondary clarifiers. This will help maintain compliance with the Plant’s National Pollutant Discharge Elimination System (NPDES) discharge permit.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $450,000 is authorized from the unappropriated balance of the Sewer Replacement Fund to Account Code 6073-36000-4UC2226STDSTD and the expenditure of same is authorized for the completion of the Aeration Tank Cleaning Project and related services at the Water Reclamation Facility.
SECTION 2. That the Mayor is authorized to accept bids and award contracts for the cleaning of accumulated sludge from aeration tanks, air diffuser cleaning, repairs and/or replacement of parts such as air diffusers, sleeves and appurtenances, as necessary for the completion of the Aeration Tank Cleaning Project and related services at the Water Reclamation Facility, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.
SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the Account Code identified in Section 1 in the amount not to exceed $450,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 4. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to maintain the operational integrity of the activated sludge biological treatment process at the Water Reclamation Facility and to maintain compliance with the Plant’s NPDES discharge permit.
