Title

Disappropriating $70,000 from the Capital Improvement Fund; appropriating $70,000 from the Capital Improvement Fund for the purchase of Fire & Rescue capital equipment and replacement; authorizing the mayor to award contracts; and declaring an emergency.

SUMMARY & BACKGROUND:

This ordinance authorizes the disappropriation of $70,000 from the Capital Improvement Fund and the appropriation and expenditure of the same amount for Fire & Rescue capital projects, equipment and replacement. The existing Capital Improvement Plan (CIP) budget funds $70,000 for a fire truck frame repair. This replacement will not occur. The Department of Fire & Rescue is requesting authorization to reappropriate these funds for critical capital improvement needs, including the replacement of unsupported radios.

The fiscal impact of this ordinance is as follows:

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo: 

 

SECTION 1. That the disappropriation of $70,000 is authorized in the Capital Improvement Fund from Account Code 5040-53000-8CP1927TRKFRM.

 

SECTION 2. That an appropriation of $70,000 is authorized from the Capital Improvement Fund to Account Code 5040-53000-8CP1933FIREQP; and further authorizing the expenditure of same for the projects, equipment and replacements as follows:

 

                     

 

SECTION 3. That the mayor is authorized to accept bids and award contracts for the purchases authorized in Section 2.

 

SECTION 4. That the finance director is authorized to draw his warrant or warrants against the above account code in an amount not to exceed $70,000 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.

 

SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to timely complete capital replacements and improvements for the Department of Fire & Rescue Operations.

 

                     Vote on emergency clause:  yeas 11 nays 0
