SUMMARY & BACKGROUND:
This Ordinance authorizes the expenditure of up to $35,000 for enhancements to the City of Toledo website to improve the functionality and user experience of the website, as well as ensure compliance and maintenance items are up to date. The specific enhancements to be made will include:
• Accessibility compliance with WCAG 2.1, Level AA (in effect April 2026)
• Update content management system (current CMS is EOL)
• Built-in translation capability
• User experience enhancements
The Communications Department is requesting that requirements for competitive bidding be waived due to the specialized nature of the work to be performed and Madhouse’s experience building websites for the City of Toledo.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. The expenditure of an amount not to exceed $35,000 is authorized from the General Fund Account Code 1001-10202-1143001STDADM for City of Toledo website enhancements.
SECTION 2. That the Mayor is authorized to enter into a contract with Madhouse Studio LLC for the purposes specified in Section 1 upon terms and conditions as acceptable to the Director of Communications and the Director of Law.
SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive bidding requirements of TMC Chapter 187 for the reason that Madhouse Studio LLC is uniquely qualified based upon the specialized nature of the work to be performed and Madhouse’s experience building websites for the City of Toledo.
SECTION 4. That the Finance Director is authorized to draw warrant or warrants against the above Account Code in payment of the above authorized obligations contained in Section 1 upon presentation of the proper voucher or vouchers in an amount not to exceed $35,000.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to timely enhance the City’s website for optimal functionality and compliance with federal requirements.
