Summary
SUMMARY & BACKGROUND:
Chemical feed systems are an important part of the water treatment process and help support consistent plant operations and finished water quality. Powdered activated carbon is used to help remove taste and odor compounds and other contaminants from the raw water.
This ordinance authorizes the expenditure of funds for the purchase and replacement of Bredel 20 and Bredel 40 pumps used in the powdered activated carbon feed system. These pumps are used to move and feed carbon slurry into the treatment process.
Because carbon slurry is abrasive, the pumps experience wear over time and must remain reliable to support consistent chemical feed. Replacing these pumps will help maintain reliable operation of the carbon feed system and reduce the risk of interruptions to this portion of the treatment process.
NOW THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1: That the appropriation of an amount not to exceed $45,205 is authorized from the Water Operating Fund, Account 6060-32000-4000505STDSTD and the expenditure of the same is authorized for purchase of two Watson Marlow Bredel Pumps at the Collins Park Water Treatment Plant.
SECTION 2. That the competitive provisions of TMC Chapter 187 are hereby waived for the reason that BissNuss, Inc is a sole source vendor for these pumps.
SECTION 3. That the Mayor is authorized to award a contract to BissNuss, Inc. for the purchase of two Watson Marlow Bredel Pumps for the Collins Park Water Treatment Plant upon terms and conditions approved by the Director of Public Utilities and the Director of Law.
SECTION 4. That the Finance Director is authorized to issue their warrant or warrants against the account code identified in Section 1 in an amount not to exceed $45,205 in payment of the obligations authorized herein upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to facilitate the purchase of two Watson Marlow Bredel Pumps for the Collins Park Water Treatment Plant.
