Supporting the proposed “Hero’s Fund” for Pandemic Premium Pay to Reward, Retain, and Recruit Essential Workers as being considered by the United States Congress; and declaring an emergency.

 

Summary

WHEREAS, the COVID-19 Pandemic of 2020, is an unprecedented time in American history and front line workers, including hospital workers, first responders, grocery store employees, janitors, and truck drivers, who are working to keep the country moving, even at risk to their own lives and the livelihoods of workers’ families, need the support of the “Hero’s Fund” as proposed for consideration as part of a potential fourth COVID-19 bill by the Congress of the United of America; and

 

WHEREAS, the proposal would consist of two major components

1.                     A $25,000 pandemic premium pay increase for essential frontline workers.

2.                     A $15,000 recruitment investment for health and home care workers and first responders; and

WHEREAS, the premium would

                     Be for a specified and clear duration of time to ensure workers can rely on it for their economic security and plan for needs like additional child care.

                     Should cover all hours worked by each essential frontline worker through December 31, 2020, or until the worker’s salary-based maximum premium is reached; and

WHEREAS, it is integral in the fight against the COVID-19 pandemic that more health care workers, home care workers, and first responders will need to be hired in the coming months this proposal would

                     Provide a one-time $15,000 premium for signing on to do essential work.

                     Limit eligibility for this incentive premium to essential health and home care workers and first responders that are experiencing severe staffing shortages impeding the ability to provide care during the COVID-19 pandemic; NOW, THEREFORE,

Be it resolved by the Council of the City of Toledo:

 

SECTION 1.  That we support the passage of this important legislation for front line workers through the end of calendar year 2020.

 

SECTION 2 That Council directs the Clerk of Council to send a copy of this resolution to the President of the United States and the following members of Congress: Sens. Schumer (D-NY), Brown (D-OH), Portman (R-OH), Murray (D-WA), Casey (D-PA), Tom Udall (D-NM) and Peters (D-MI).

 

          SECTION 3.  That this Resolution is hereby declared to be an emergency measure for the immediate preservation of public peace, property, health, or safety in a time global pandemic and it shall take effect and be in force from and after the earliest period allowed by law.
