SUMMARY & BACKGROUND:
This Ordinance authorizes the total three-year continuation with Netlucent, Inc. DBA Ensemble Group for gang intelligence software and the annual expenditure of $35,000 from the General Fund for gang intelligence software subject to future appropriations. The software assists officers in tracking and mapping organized crime and gang-related activity.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to amend and extend the agreement with Netlucent, Inc. DBA Ensemble Group for a three-year term for gang intelligence software for Toledo Police, upon terms and conditions acceptable to the Director of Police and the Director of Law.
SECTION 2. That subject to appropriation the expenditure of an amount not to exceed $35,000 annually is authorized from the General Fund Account Code 1001-52000-3381002STDSTD for gang intelligence software over the term of the agreement.
SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive bidding requirements of TMC Chapter 187 for the reason that Netlucent, Inc. DBA Ensemble Group is the current vendor for gang intelligence software and continuing with Netlucent, Inc. DBA Ensemble Group maintains system compatibility.
SECTION 4. That the Finance Director is authorized to draw a warrant or warrants against the above referenced Account Code in payment of the obligation authorized above in an amount not to exceed $35,000 annually, upon presentation of proper voucher or vouchers.
SECTION 5. This Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that this Ordinance must be immediately effective for continued uninterrupted public safety services.
