SUMMARY & BACKGROUND:
The City of Toledo will conduct supplemental planning activities and demonstration activities to assess fleet vehicle crash risk, pilot safety technologies and training, and update the multi-jurisdictional Northwest Ohio Transportation Safety Action Plan. Deliverables include a consultant-led fleet assessment, driver monitoring in 186 vehicles, pilot interventions, telematics and crash evaluation, and a final report with prioritized procurement and implementation recommendations for Northwest Ohio.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into grant agreements and accept and deposit grant proceeds from the U.S. Department of Transportation Federal Highway Administration for the Safe Streets for All Grant in an amount not to exceed $542,170 into the Operation Grants Fund Account Code 2016-25000-3G00034STDSTD for vehicle safety planning and demonstration.
SECTION 2. That the Mayor is authorized to appropriate and expend grant proceeds from the Operation Grants Fund Account Code 2016-25000-3G00034STDSTD in the amount of $542,170 for the fleet vehicle safety planning and demonstration project.
SECTION 3. That the Mayor is authorized to expend $39,770 from the Municipal Garage Fund Account Code 7086-25000-1146001STDSTD for the grant match related to vehicle safety planning and demonstration project.
SECTION 4. That the Mayor is authorized to accept bids and award contracts for the purposes specified in Section 1, upon terms and conditions as approved by the Director of Law and the Director of Public Service.
SECTION 5. That the Director of Finance is authorized to draw warrant or warrants against the above Account Codes in an amount not to exceed $581,940 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 6. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the proper execution of the Safe Streets and Roads for All Grant.
