Title

Authorizing the disappropriation of $58,029.06 from the previous Emergency Solutions Grant (ESG) grant year; authorizing the re-appropriation and expenditure of $58,029.06 from the unappropriated balance of the ESG Operating Grant Fund; and declaring an emergency.

SUMMARY & BACKGROUND:

St. Paul’s Community Center (SPCC) has been operating the Winter Crises program for approximately 11 years with the support of the Lucas County Mental Health and Recovery Services Board (LCMHRSB), United Way, the Toledo Lucas County Homelessness Board (TLCHB) and the city of Toledo - Department of Housing and Community Development (DHCD) to keep people safe during the coldest months of the year.  SPCC will operate a Winter Crises program at its location, 230 13th Street for approximately 50 individuals per night during the coldest nights of the year, from January to mid-March.  Due to the COVID-19 Pandemic, a change in the method of operating the program is necessary, based on CDC guidelines, in order to assure safety for both clients and staff.  With the support of community partners, SPCC will rent 18 rooms for the individuals that they normally serve and two (2) rooms for staff.  One staff room will be used for storage and general residential services, such as onsite staff, meals and hygiene care.  The other staff room is a private area for case management discussions and services.  The 18 guest rooms will allow SPCC to provide traditional shelter and housing services for the 35 adults they normally serve.  The rooms will be rented on a weekly basis in SPCC’s name with guests rotating in/out as necessary.  Winter Crises guests will be housed at SPCC at 230 13th Street and will receive a bed, a meal and access to hygiene products, including socks and underwear.  Additionally, SPCC staff will engage with the Winter Crises guests to provide referrals for social services and housing placement.  This legislation authorizes the disappropriation of $58,029.06 to close out and reallocate the 2020 ESG funding (34th) year to provide the necessary funding for a Winter Crisis Shelter to address homelessness during the coldest months of the year in the Toledo community.  

 

 The financial impact of this Ordinance is the ability to use prior ESG funds to help support the Winter Crisis Shelter for the Toledo community’s homeless population during the coldest months of the year.  It will allow SPCC to expand emergency shelter services to serve up to 50 individuals and still provide overnight stays for up to 35 individuals that are normally served during the cold winter months. 

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That previously appropriated but unexpended ESG funds from the prior year, totaling $58,029.06 are authorized to be disappropriated from the previous ESG year (34th) and be re-appropriated per Schedule A, attached hereto and made a part herein in its entirety.

 

SECTION 2. That the re-appropriation of $58,029.06 from the unappropriated balance of the 34th Year Emergency Solutions Grant funds is authorized for expenditure per Schedule A; attached hereto and made a part herein in its entirety.

 

SECTION 3. That an expenditure not to exceed $58,029.06 is authorized and further authorizing any necessary agreements for the purposes listed in Schedule A subject to the terms and conditions deemed proper and requisite according to the Director of Law. 

 

SECTION 4. That the Finance Director is authorized to issue his warrant or warrants in an amount not to exceed $58,029.06 in payment of all obligations upon presentation of properly approved documentation.

 

SECTION 5.  That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency is the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that same must be immediately effective in order to authorize the City to recapture and expend funds from the previous ESG Grant year for a Winter Crises Shelter.
