SUMMARY & BACKGROUND:
This Ordinance authorizes expenditure for professional services related to activities in the Division of Building Inspection. The Division of Building Inspection, at various times, has a need for professional services; i.e. plans examiners, building officials and inspectors. The City of Toledo has an existing contract with SAFEbuilt Ohio, LLC. for professional services.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into an amended professional services agreement with SAFEbuilt Ohio, LLC. for activities related to the Division of Building Inspection, upon terms and conditions acceptable to the Director of Building and Code Compliance and the Director of Law.
SECTION 2. That, subject to annual appropriation, the expenditure of an amount not to exceed $200,000 annually is authorized from the General Fund, Account Code 1001-56300-5652001STDSTD, for professional services provided by SAFEbuilt Ohio, LLC. for activities related to the Division of Building Inspection.
SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive procurement provisions of Toledo Municipal Code Chapter 187 for the reason that SAFEbuilt Ohio, LLC. is an established and effective partner providing services to the Division of Building Inspection at a competitive price.
SECTION 4. That the Director of Finance is authorized to issue their warrant or warrants against the above Account Code in an amount not to exceed $200,000 annually in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this ordinance must be immediately effective in order to timely address any vacancies in the Division of Building Inspection and promote the uninterrupted delivery of inspection services to the public.
