SUMMARY & BACKGROUND:
City of Toledo, Division of Water Distribution handles maintenance and repairs of our water distribution system, consisting of 1,175 miles of water distribution mains, 12,000 hydrants, 26,190 valves and other appurtenances. Some repairs require large size fittings, deep excavation, specialized equipment and confined space entry. These repairs sometimes require watermain shutdown and need to be performed in an efficient manner in order to provide uninterrupted water service and deliver safe and clean drinking water to our customers. The parts required and manpower needed to complete jobs of this nature, is not something the division is equipped to handle.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to advertise and accept bids and to enter into a one (1) year contract(s) with two (2) one-year renewal options and to execute all documents necessary and proper to provide on-call emergency water distribution system repairs, upon such terms and conditions that are acceptable to the Director of Public Utilities and the Director of Law.
SECTION 2. That an annual expenditure not to exceed $300,000 is authorized from the Water Operating Fund, Account Code 6060-34000-4000514STDSTD, for the purpose identified in Section 1, subject to the appropriation of funds in future years.
SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the above listed account code and amount in payment of the obligations authorized above upon presentation of proper voucher or vouchers.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that the Ordinance must be immediately effective in order to permit the earliest possible repair of critical elements in the City of Toledo’s Water Distribution System.
