SUMMARY & BACKGROUND:
The City of Toledo, with the assistance of the LCSWMD, has already begun programs to inspect recycling containers and promote correct recycling within the city. The goal of these programs is to improve the city’s recycling efforts by reducing contamination of recyclables and the cost for processing same through education and enforcement. Ord. 407-17 authorized up to $15,000 in city match funds for an OEPA Special Assistance Grant to help improve recycling efforts. The OEPA grant was awarded to the LCSWMD. However, Ord. 407-17 authorized paying the city matching funds to the LCSWMD rather than for payment of direct city expenditures, as is provided for under the grant agreement. This Ordinance authorizes the acceptance, deposit, and expenditure of awarded grant funds and LCSWMD matching funds in an amount up to $37,656, as well as clarifies the expenditure of $15,000 in match funds to pay costs incurred by the city for its recycling inspection and contamination reduction program.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to accept and deposit Ohio Environmental Protection Agency Special Assistance Grant funds from and through the Lucas County Solid Waste Management District and also matching funds from LCSWMD in an amount not to exceed $37,656 into the Operation Grants Fund Account Code 2016-24500-6G00188STDSTD; and the same is authorized for appropriation to and expenditure from this account for the purpose of paying costs of the city’s recycling inspection and contamination reduction program.
SECTION 2: That the Mayor is authorized to expend up to $15,000, authorized for OEPA grant matching funds by Ord. 407-17, from the General Fund, Account Code 1001-24500-6232002STDSTD for the purpose of paying costs of the city’s recycling inspection and contamination reduction program.
SECTION 3. That the Finance Director is authorized to draw warrant or warrants against the above Account Code(s) in payment of the obligations authorized in Sections 1 and 2 upon presentation of proper vouchers.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for further reason that this Ordinance must be immediately effective to improve the city’s recycling efforts, reduce costs for same and realize the benefits of and meet the obligations under the OEPA grant agreement with the LCSWMD.
