SUMMARY & BACKGROUND:
WHEREAS, born and raised in Toledo, Ohio, Shirley L. (Swan) Green, is the daughter of Marshall O. and Sarah A. (Franklin) Swan; she grew up in the community of “Out Stickney”, located in North Toledo, and attended Spring Elementary School and Notre Dame Academy High School for Girls; and
WHEREAS, Shirley followed in her beloved father’s footsteps and became a Toledo Police Officer (TPD) in July 1976, with ranks consisting of Patrol Officer, Sergeant and Lieutenant; she retired from TPD in February 2003, and continues to be the Director of the Toledo Police Museum, and has been since January 2016; and
WHEREAS, while a TPD Officer, Shirley attended the University of Toledo (UT), and earned a Bachelor of Arts, graduating Magna Cum Laude, in August 2003, and then her Master of Arts, majoring in History, in May 2005; and
WHEREAS, in 2010, Shirley started her academic journey, as an Adjunct Instructor of History, at the University of Toledo and Bowling Green State University, where she continues to instruct; and
WHEREAS, Dr. Green graduated with her Ph.D. in History from Bowling Green State University in May 2001; the subject of her dissertation: “Free Born Men of Color: The Franck Brothers in Revolutionary America, 1755-1820.”; and
WHEREAS, Dr. Green has received the honor of the 2010 African American Legacy Project of Northwest Ohio’s Emerging Leader Award, in the category of Excellence; she was also awarded the Graduate College Distinguished Dissertation Award from Bowling Green State University in July 2012; and
WHEREAS, Dr. Green shared Black History, as a special guest, on the podcasts: Journal of the American Revolution and Bowling Green State University’s Archival Encounters; she has also presented at annual meeting of the Organization of American Historians and to The Ohio Seminar in Early American History and Culture at the Ohio State University; and
NOW THEREFORE, Be it resolved that:
SECTION 1. that we recognize Dr. Shirley Green for her continued leadership in teaching the history of
Black America.
