Summary

SUMMARY & BACKGROUND:

Live Well Greater Toledo, a diverse collaboration of community leaders and organizations working together to promote policy, systems and environmental change for a healthier community, has taken a lead role in advocating for active transportation (pedestrian and bicycle transportation) in the City of Toledo and the region.

 

As part of its efforts, Live Well Greater Toledo has taken a lead role in obtaining Ohio Department of Transportation (ODOT) grant funding to develop a “School Travel Plan - Update” for the Toledo Public School District.

 

The original Toledo Public School District “School Travel Plan” was endorsed by City Council on November 19, 2014 in Resolution 510-14 and updated on June 26, 2019 in Resolution 297-19.  The Plan must be updated every 5 years.

 

This update includes the update of the original K-8 School Travel Plan with the addition of a School Travel Plan created for the high schools.

 

The City of Toledo, Toledo Public School District, Toledo Metropolitan Area Council of Governments (TMACOG) and Ohio Department of Transportation (ODOT) partnered with Live Well Greater Toledo in developing the “School Travel Plan -Update”.

 

The Travel Plan partners have collaboratively completed a review and analysis of student attendance areas for Toledo Public School District, high schools and K-8 elementary schools including “walk audits” that highlighted obstacles to the use of active transportation for students to travel to and from school.

 

The Toledo Public School District “School Travel Plan - Update” documents the results of this analysis and lists a set of infrastructure improvements and non-infrastructure education, enforcement, and encouragement solutions to overcome these obstacles to active transportation.

 

The City of Toledo supports completion of these improvements and supports efforts to improve and increase the use of active transportation for school students.

 

Having an approved “School Travel Plan -Update” is a prerequisite to apply for funding assistance to construct recommended infrastructure improvements and to support non-infrastructure education, enforcement, and encouragement solutions to overcome obstacles to use of active transportation for students to travel to school.

 

NOW THEREFORE, Be it resolved by the Council of the City of Toledo:

 

SECTION 1. That City of Toledo endorses and approves the “Toledo Public School District Wide - School Travel Plan Update”.

 

SECTION 2. That the City of Toledo supports the recommendations of the “Toledo Public School District Wide - School Travel Plan Update” and supports efforts to fund and complete these improvements.

 

SECTION 3.  That this Resolution is hereby declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this Resolution is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Resolution must be immediately effective in order to expedite the establishment of a “School Travel Plan Update” and apply for funding assistance.

Adopted:  March 25, 2025, as an emergency measure:  yeas 11, nays 0.
