Submitting to the Toledo City Plan Commission an amendment to TMC to add an 1102.1700 IE; Innovation and Employment District, to the base zoning districts; authorizing a public hearing on said text amendment and publication of said hearing; and declaring an emergency.

 

SUMMARY & BACKGROUND

The Toledo City Council proposes a text amendment to Toledo Municipal Code subsection 1102.17 Zoning Designations. 

 

 Toledo City Council would like the Plan Commission to study the benefits of and report back on the creation of a specific innovation & employment designation into Toledo’s zoning code. The Plan Commission is requested to express their thoughts on the best place in the city for this designation or perhaps which areas of the city it would best be implemented. Council is looking to foster economic growth, attract talent, and promote a vibrant and forward-thinking community. Toledo Regional Chamber expresses; “By explicitly recognizing and encouraging innovation zones, the message will be sent to perspective companies and investors that Toledo is inviting and welcoming creativity, technological advancement, and economic development. As we strive to position our city as a world leader in innovation, it is imperative that we take proactive steps to harness the potential opportunities. “

 

To look at the following benefits of an Innovation Designation:

 

1.                     Economic Growth: The creation of innovation districts has consistently resulted in increased economic activity. Businesses within these zones often experience accelerated growth due to the collaborative environment and access to resources.

2.                     Talent Attraction and Retention: Innovative communities are attractive to a skilled workforce seeking dynamic and stimulating environments. By establishing an innovation designation, we can make our city more appealing to professionals in various industries.

3.                     Technology and Research Opportunities: Innovation zones foster the development of technology and research clusters, leading to advancements in various fields. This not only enhances

 

This proposed amendment will allow for the attraction of a specific innovation & employment designation by amending Chapter 1102 of the City of Toledo zoning code to include section 1102.1700 IE, Innovation & Employment District.

 

NOW, THEREFORE,                      Be it resolved by the Council of the City of Toledo:

 

                     SECTION 1. That a study be done to determine the value of creating a new Toledo Municipal code Section 1102.1700 part Eleven, Planning and Zoning, Toledo Municipal Code.

                     

                     SECTION 2.                      That the request for a proposed text amendment is hereby referred to the Toledo City Plan Commission for its review, recommendation and appropriate hearing date. That a public hearing upon a proposed ordinance to effectuate the above described change shall be held in the Council Chambers at One Government Center and the Clerk of Council is hereby authorized and directed to give notice of the time and place of said hearing in the manner required by the law.

 

                     SECTION 3. That this Resolution hereby is declared to be an emergency measure and shall take effect and be in force immediately from and after its adoption. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property; and for the further reason that this Resolution must be immediately effective so that the text amendment can be expeditiously forwarded to the Toledo City Plan Commission so the proper time may be committed for the proposed text amendment.
