Title
Declaring the intent of the city of Toledo to develop a responsible Artificial Intelligence (AI) strategy, leveraging internal and external subject matter experts; and declaring an emergency.
Summary
WHEREAS, AI technologies are rapidly advancing and are increasingly being used by local governments across the country to improve municipal services, streamline operations, support economic growth, and enhance public engagement; and
WHEREAS, these tools also introduce significant considerations related to privacy, fairness, transparency, data governance, and security, and without clear guardrails can inadvertently create inequities or undermine public trust; and
WHEREAS, Toledo residents deserve a transparent and ethical approach to AI that ensures technology is deployed in ways that are safe, fair, and aligned with the City of Toledo’s Strategy and Values; and
WHEREAS, creating an AI Strategy and framework will position the City of Toledo to responsibly leverage innovation while preparing for emerging state and federal regulations, supporting workforce development, and encouraging the growth of local tech and startup ecosystems; and
WHEREAS, the City seeks to establish a formal AI strategy that includes consultation with internal and external subject matter experts who contribute to both the development of the plan and ongoing governance and
WHEREAS, the AI Strategy will include elements such as:
§ Clear alignment with the City of Toledo’s values and strategy
§ Defined program and data governance
§ Policy and regulatory alignment
§ AI implementation approach and roadmap
§ Trust, risk, and security management
§ Sourcing, procurement, and contracting considerations
§ Talent, workforce planning, and readiness; and
WHEREAS, establishing an AI Strategy is necessary to protect residents, ensure equitable outcomes, build institutional capacity, and responsibly guide the city’s use of emerging technologies;
NOW, THEREFORE, Be it resolved by the Council of the City of Toledo:
SECTION 1. That we express our intent to establish an Artificial Intelligence Strategy, leveraging internal and external subject matter experts.
SECTION 2. That this resolution shall take effect and be in force from and after the earliest period allowed by law.
