SUMMARY & BACKGROUND:
The City of Toledo, Division of Parks and Recreation has been awarded $75,000 granted by the Ohio Facilities Construction Commission to support the installation of a barrier-free path and community performance stage at Danny Thomas Park. These funds will be matched by a $75,000 District Improvement Grant sponsored by Councilwoman Theresa Gadus. The purpose of the project is to create a venue for artists, performances, concerts, public gatherings, and outdoor educational classes for the Old South End neighborhood. The amphitheater structure will be connected to the community and the other recreational amenities at the park with a fully accessible trail.
The remaining funding required to complete the project has been allocated in CIP through Ordinance 139-23 Parks and Recreation Infrastructure Improvements. Work will be completed in the summer of 2024.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a grant agreement and accept and deposit a grant from the Ohio Facilities Construction Commission in the amount of $75,000 into the Capital Improvement Fund Account Code 540G-40100-8GA8655STDSTD to support installation of a loop trail and amphitheater.
SECTION 2. That the appropriation of $75,000 is authorized from the unappropriated grant proceeds of the Capital Improvement Fund to Account Code 540G-40100-8GA8655STDSTD and the expenditure of same is authorized for the installation of a loop trail and amphitheater at Danny Thomas Park.
SECTION 3. That the Mayor is authorized to accept bids and award contracts for the purposes specified above, upon terms and conditions acceptable to the Director of Parks and Youth Services and Director of Law.
SECTION 4. That the Finance Department is authorized to draw warrant or warrants against the Account Code above in an amount not to exceed $75,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective to timely receipt and deposit the grant funds.
