Title

SUMMARY & BACKGROUND:

This legislation provides funding for: the administration of the CDBG program; activities implemented by various City Departments; and activities implemented by third party non-profit partner organizations in the City of Toledo.

 

The legislation authorizes the acceptance, deposit, appropriation and expenditure in the amount of $7,134,598 of the CDBG 50th Year grant; the expenditure of CDBG carryover funds in the amount of $2,015,000 from all years prior to program year 2023 (49th); and the submittal of the 2024-2025 Annual Action Plan to HUD on June 28, 2024.   

 

The financial impact of this Ordinance is the receipt of the $7,134,598 50th Year CDBG grant from HUD; the allocation of funding to City Departments and third-party nonprofit partners identified in Schedule A; and the expenditure of CDBG carryover funds in the amount of $2,015,000 from all years prior to program year 2023 (49th).

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That the Mayor is authorized to submit the 2024-2025 Annual Action Plan; accept the 2024 Program Year CDBG allocation from HUD in the amount of $7,134,598; deposit the amount received from HUD into Account Code 2015-16100-5G50000STDADM (Community Development Block Grant Fund) for the purpose of funding the CDBG Program.

 

                     SECTION 2.                       That the appropriation in the amount of $7,134,598 is authorized from the unappropriated grant proceeds in the Community Development Block Grant Fund into various accounts; and further authorizing the expenditure of same pursuant to the attached Schedule A; also authorizing the expenditure of a portion of the CDBG carryover balance in the Community Development Block Grant Fund from all years prior to program year 2023 (49th) in the amount of $2,015,000 pursuant to Schedule B.

 

                     SECTION 3.  That the Mayor and the Director of Housing and Community Development are authorized to enter into any necessary agreements for the purposes listed herein subject to the terms and conditions deemed proper and requisite according to the Director of Law, not to exceed the amount of $7,134,598 50th (2024) Year CDBG and not to exceed $2,015,000 from the CDBG carryover balance from all years prior to program year 2023 (49th).

 

                     SECTION 4.  That the Finance Director is authorized to issue his warrant or warrants in an amount not to exceed the amount estimated to be of $7,134,598 from the Community Development Block Grant Fund in payment of all obligations authorized under the 50th (2024) Year CDBG allocation and not to exceed $2,015,000 from the CDBG carryover balance from all years prior to program year 2023 (49th) upon presentation of properly approved documentation.

 

                     SECTION 5.                       That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that same must be immediately effective in order to permit the City to submit the 2024-2025 Annual Action Plan, qualify under the regulations of the Community Development Block Grant Entitlement Program, and to receive the money necessary to carry out its planned community development activities for the 50th (2024) year beginning July 1, 2024 and ending June 30, 2025.
