SUMMARY & BACKGROUND:
The funds will be used to purchase a detector assembly for the Toledo Police Crime Labs ThermoFisher Scientific Nicolet iS50 Fourier Transform Infrared Spectrometer (FTIR). Thermo Electron North America, LLC is the sole manufacturer and distributor for this product.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a contract with ThermoElectron North America, LLC for the purchase and installation of a detector assembly for the Toledo Police Crime Lab’s ThermoFisher Scientific Nicolet iS50 Fourier Transform Infrared Spectrometer.
SECTION 2. That the expenditure of $17,479 is authorized from General Fund, Account Code 1001-52000-3381002STDSTD, for the purchase and installation of a detector assembly for the Toledo Police Crime Lab’s ThermoFisher Scientific Nicolet iS50 Fourier Transform Infrared Spectrometer.
SECTION 3. That this Council finds and determines it is in the best interest of the city to waive competitive bidding requirements of Toledo Municipal Code Chapter 187 for the reason that Thermo Electron North America LLC is the sole manufacturer and distributor the detector assembly that is compatible with the ThermoFisher Scientific Nicolet iS50 Fourier Transform Infrared Spectrometer.
SECTION 4. That the Finance Director is authorized to draw a warrant or warrants against the above mentioned Account Code in an amount not to exceed $17,479 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 5. That this ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be effective immediately for uninterrupted crime lab operations.
