Title

SUMMARY & BACKGROUND:

Ordinance 404-18 authorized the Mayor to enter into a lease agreement for municipal office space in One Government Center for a ten-year term commencing January 1, 2019 and expiring December 31, 2028. The building owner, the Toledo Lucas County Port Authority, after consulting with the building’s two primary tenants, the Board of Lucas County Commissioners and the City of Toledo, has concluded that it is in the mutual best interest of the building tenants and members of the public that enhanced security equipment and security personnel be implemented.                       

 

This Ordinance authorizes the Mayor to enter into a second amended lease agreement for the purposes of providing for the enhanced security equipment and personnel and allocating the costs of same, obligating the City to pay its allocated share. These enhancements include one-time purchase and implementation costs for equipment estimated as $317,750 for the City and ongoing costs are estimated to be $54,000 annually. Pursuant to the subject amendment to the lease agreement the one-time costs are to be paid in five annual installments.

 

Summary

Now, therefore, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is authorized to enter into a second amended lease agreement with the Toledo-Lucas County Port Authority for municipal office space in One Government Center and execute and deliver other needed instruments for the purpose of the provision and payment of enhanced building security services.

 

SECTION 2.  That the expenditures for enhanced security pursuant to said amended lease are authorized subject to annual appropriation.

 

SECTION 3. That the Finance Director is authorized to draw their warrant or warrants against the above account codes authorized in an amount not to exceed the amounts as specified in the amended lease and subject to appropriation.

 

SECTION 4.  That this Ordinance is declared to be an emergency measure and shall be in full force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason of the timely implementation of the enhanced security measures.
