SUMMARY & BACKGROUND:
The Capital Improvements Program for the upgrade and modernization of the City’s water treatment processes is nearly complete. However, the replacement of the permanganate feed lines has yet to be completed. Construction bids have recently been received. The three (3) permanganate feed lines run a distance of three (3) miles inside of the 108” diameter Intake Conduit under the floor of Lake Erie. Replacing the permanganate feed pipes will ensure a continued reliable feed of potassium permanganate from the Low Service Pumping Station to the Intake Crib for the purpose of zebra mussel control, pre-oxidation, taste, and odor control.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That an amount not to exceed $750,000 is appropriated from the unappropriated balance of Water Replacement Fund into Account Code 6063-32000-4UC6323STDSTD; and further authorizing the expenditure of same for the replacement of the permanganate feed lines.
SECTION 2. That the mayor is authorized to accept bids, and enter into contracts necessary for completion of the Permanganate Feed Lines Replacement Project upon terms and conditions acceptable to the Director of Public Utilities and the Director of Law.
SECTION 3. That the Finance Director is authorized to issue their warrant or warrants in amounts not to exceed those authorized in Section 1 against the above-mentioned account code in payment of the obligations incurred pursuant to the agreements authorized in Section 2 above upon presentation of the proper voucher or vouchers.
SECTION 4. That the disappropriation of any remaining budget to fund balance at project closeout is authorized.
SECTION 5. That it is found and determined that all formal actions of Council concerning and relating to the passage of this Ordinance were adopted in an open meeting of Council and that all deliberations of Council and any of its committees that result in such formal action were in meetings open to the public in compliance with all legal requirements, including Section 121.22 Ohio Revised Code.
SECTION 6. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to ensure a continued reliable supply of high-quality water to the region.
