SUMMARY & BACKGROUND:

By agreement effective November 2, 1999, the District Advisory Committee for the Lucas County General Health District, the Board of Commissioners of Lucas County, Ohio and the cities of Toledo, Maumee, Sylvania, and Oregon established a general health district. Waterville, Ohio joined the district in 2012.

 

The position of Health Commissioner, the Chief Administrative Officer of the general health district is currently vacant and a search for qualified candidates is necessary.  Due to the unique nature of the Health Commissioner’s responsibilities and the significant impact the position has on the health and safety of residents living in the political jurisdictions and unincorporated areas served by the Toledo-Lucas County Board of Health, the City of Toledo (“City”), and Lucas County (“County”) wish to enter into an agreement to equally share the cost of a search firm.  

 

The City will reimburse the Toledo-Lucas County Board of Health up to $25,000 for the engagement of a search firm to provide qualified candidates for the currently vacant position of Health Commissioner.  By this agreement the County also agrees to reimburse the Board of Health in an equal amount up to $25,000.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the Mayor is authorized to enter into an Agreement with the Lucas County Board of Commissioners to share the costs for the engagement of services of a search firm to identify candidates to fill the vacant position of Health Commissioner in an amount not to exceed $25,000.  Such agreement shall contain terms and conditions deemed proper and requisite according to the Mayor and the Director of Law.

 

SECTION 2.                     That an amount not to exceed $25,000 is authorized for expenditure from Account Code 1001-89800-6242001HEALTH to reimburse the Toledo-Lucas County Health Department for engagement of a search firm to identify candidates to fill the vacant Health Commissioner position.

 

SECTION 3.                      That the Director of Finance is authorized to draw a warrant or warrants against the above-listed account code, in an amount not to exceed $25,000 in payment of obligations as authorized upon presentation of proper voucher or vouchers.

 

SECTION 4. That this Ordinance is declared an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of public peace, health, safety, and property, and for the further reason that the Ordinance must be immediately effective in order to begin the process of filling the current vacancy of health commissioner to ensure the continued operation of the regional combined health district.

 

Vote on emergency clause:  yeas 12, nays 0.
