SUMMARY & BACKGROUND:
The portable cooling unit is designed to provide critical thermal support in three high-temperature areas within the facility: the Low Service Pump Station VFD Room, the High Service Pump Station VFD Rooms, and the Ozone Control Room. These locations contain essential variable frequency drives (VFDs) that control pump operations. The ambient heat generated by adjacent equipment presents a significant risk of overheating, particularly in the event of a primary cooling system failure. Overheating of the VFDs could result in operational shutdowns, preventing the Water Treatment Plant from producing water and severely affecting both operations and service delivery. The portable unit will function as a contingency measure, ensuring continuous cooling, safeguarding critical infrastructure, and supporting uninterrupted water production during outages or scheduled maintenance.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $30,000 is authorized from the Water Replacement Fund Account 6063-32000-4UC1325STDSTD and the expenditure of the same is authorized for a 12 Ton Portable Air Conditioner.
SECTION 2. That the Mayor is authorized to accept bids and award contracts for the purposes identified in Section 1 upon such terms and conditions as shall be acceptable to the Director of Public Utilities and the Director of Law.
SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the Account Code listed in Section 1 in an amount not to exceed $30,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 4. That the disappropriation of any remaining budget to fund balance at project closeout is authorized.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be effective immediately in order to maintain the supply of potable water to the region in an efficient manner.
