SUMMARY & BACKGROUND:

This legislation authorizes the disappropriation of $500,000 and re-appropriation and expenditure of $500,000 from the unappropriated balance of the Community Development Block Grant Fund to provide the necessary funding for the Rooftops Program.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.  That previously appropriated but unexpended CDBG funds from the Community Development Block Grant (CDBG) Fund, totaling $500,000 are authorized to be disappropriated from the CDBG Fund and be re-appropriated per the attached Schedule A.

 

                     SECTION 2.   That the expenditure of an amount not to exceed $500,000 is authorized from the CDBG Fund per Schedule A for the Rooftops Program.

 

                     SECTION 3.  That the Mayor is authorized to enter into any necessary agreements for the purposes listed in Schedule A subject to the terms and conditions deemed proper and requisite according to the Director of Law and the Director of Housing and Community Development.

 

                     SECTION 4.  That the Finance Director is authorized to issue their warrant or warrants in an amount not to exceed $500,000 against the above-referenced Account Codes in payment of all authorized obligations upon presentation of properly approved voucher or vouchers.

 

                     SECTION 5.  That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that same must be immediately effective in order to authorize the City to expend funds from the CDBG Fund.

 

Vote on emergency clause:  yeas 10, nays 0.
