SUMMARY & BACKGROUND:
The Bay View Water Reclamation Plant houses nine (9) aeration tanks, which are used for the activated sludge biological treatment process in the Secondary Treatment area. Each tank utilizes around 1200 air diffusers to provide oxygen to the microorganisms to break down the organics in the activated sludge treatment process. These air diffusers require routine cleaning and sometimes replacement in order to effectively diffuse the oxygen to the microorganisms. This Ordinance will provide funds to clean one aeration tank from accumulated sludge and perform required cleaning, repairs and/or replacement of parts such as, air diffusers, sleeves, clamps, piping and valves as needed. This cleaning project will increase the air diffusion efficiency which will optimize the generation of good mixed liquor for better clarification of water in the Secondary Clarifiers. Having good mixed liquor will help maintain compliance with the Plant’s National Pollutant Discharge Elimination System (NPDES) discharge permit.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of up to $350,000 from the unappropriated balance of the Sewer Replacement Fund is authorized to Account Code 6073-36000-4UC1925STDSTD for the completion of the Aeration Tank Cleaning Project at the Bay View Water Reclamation Plant; and the expenditure of the same is authorized.
SECTION 2. That the Mayor is authorized to accept bids and award contracts for the cleaning of one aeration tank from accumulated sludge and for the cleaning, repairs and/or replacement of parts such as, air diffusers, sleeves, clamps, piping and valves as necessary for the completion of the Aeration Tank Cleaning Project and related services at the Bay View Water Reclamation Plant, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.
SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the Account Code identified in Section 1 in an amount not to exceed $350,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 4. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.
SECTION 5. That the Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to maintain the operational integrity of the Bay View Water Reclamation Plant and to maintain compliance with the Plant’s NPDES discharge permit.
