Title

SUMMARY & BACKGROUND:

In 2021, the City of Toledo entered into an agreement with VEO Ride, Inc. for a scooter pilot program, the pilot program ended in December of 2023.  The pilot program was successful on many levels, especially in helping to facilitate mobility options for residents and visitors, and to address the “first mile, last mile” challenges for transit users. The Department of Transportation put out a public request for proposals and now it desires to enter into an agreement with VEO Ride, Inc. to continue services for a one-year period, with two automatic renewals for one (1) year terms, unless either party gives the other 90 days written notice of their intention to terminate the Agreement. This Ordinance and cooperative agreements are needed to allow VEO Ride, Inc. to conduct this service within the limits of the City of Toledo.  There is no City of Toledo financial participation in this project.

 

The City of Toledo desires the VEO Ride, Inc. to proceed with the shared, dock-less, micro-mobility service within the confines of the City of Toledo rights-of-way. That the City of Toledo, Department of Transportation will meet on a regular basis with VEO Ride, Inc., to address concerns and coordinate further planning related to the services offered.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the Mayor is authorized to enter into and execute agreements with VEO Ride, Inc. for a dock-less, shared micro-mobility service, upon terms and conditions acceptable to the Director of Transportation and the Director of Law.

 

SECTION 2.  That the City of Toledo gives consent to VEO Ride, Inc. to operate on and access City of Toledo rights-of-way to operate the dock-less, shared micro-mobility service and grants to VEO Ride, Inc. a non-exclusive license to operate and access those public rights-of-way within the City of Toledo’s jurisdiction.

 

SECTION 3.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety, and property; and for the further reason that this Ordinance must be immediately effective in order to maintain an attraction that adds to the City’s ongoing revitalization, encourage greater trips to be taken by means other than private vehicle, and promote active transportation as a safe, efficient mode of travel for all trip purposes.

 

Vote on emergency clause:  yeas 12, nays 0.

 

Passed:  May 22, 2024, as an emergency measure:  yeas 8, nays 4.
