Authorizing the Mayor to accept bids and enter into an agreement for the digitization of the Department of Public Utilities’ water tap cards; authorizing the expenditure of an amount not to exceed $20,000 from the Water Operating Fund; and declaring an emergency.

 

Body

SUMMARY & BACKGROUND:

The Department of Public Utilities currently houses approximately 150,000 physical tap card records. These cards represent records of water tap locations dating back to the early 1900’s, through the early 2000’s, when new tap data was transitioned to being stored digitally for ease of access and maintenance. The Department of Public Utilities seeks to digitize these historic cards to further promote accessibility of this data, particularly for use by workers in the field.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the Mayor is authorized to accept bids and enter into an agreement for the digitization of historic water tap cards, upon terms and conditions acceptable to the Department of Public Utilities and the Director of Law.

 

SECTION 2. That the expenditure of an amount not to exceed $20,000 is authorized from the Water Operating Fund, Account Code 6060-34000-4000514STDSTD for the purposes authorized in Section 1.

 

SECTION 3.  That the Director of Finance is authorized to issue their warrant or warrants against the above-listed Account Code in an amount not to exceed $20,000 in payment of the above-authorized obligations upon presentation of proper voucher or vouchers.

 

SECTION 4.  That this Ordinance is declared to be an emergency measure and shall take effect and be in force immediately from and after its passage.  The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of public peace, health, safety, and property, and for the further reason that this Ordinance will facilitate the accessibility of these records to assist with Department of Public Utilities operations.
