SUMMARY & BACKGROUND:
Bulk salt is currently being stored along the Maumee River, where the new Nautical Mile Project will be completed. The city would like to move forward with a lease agreement with Arms Dock, Inc. for salt storage space in an existing building along Summit Street. Moving the salt pile off the river would be more environmentally friendly and allow the Division of Streets, Bridges and Harbor to save on coverage costs.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the mayor is authorized to enter into a property lease agreement with Arms Dock, Inc. for a period of ten years for the purpose of enclosed storage of bulk salt.
SECTION 2. That subject to available appropriation in future years, an annual expenditure of an amount not to exceed $130,000 is authorized from the Special Assessment Fund, Account Code 3050-23100-2422001STDSTD, for the lease payments pursuant to the lease agreement authorized in Section 1.
SECTION 3. That the Finance Director is authorized to issue his warrant or warrants against the above Account Code in an amount not to exceed $130,000 annually in payment of the obligations authorized above upon presentation of proper voucher or vouchers.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force immediately from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Ordinance must be immediately effective in order to relocate existing salt piles to an enclosed location.
