SUMMARY & BACKGROUND:
Toledo Police Department / Northwest Ohio Bomb Squad is an FBI accredited Bomb Squad and has been awarded the FY2024 SHSP Grant. These grants are designed to enhance the capacity of state and local jurisdictions to prevent, prepare for, respond to, and recover from incidents of terrorism involving chemical, biological, nuclear or explosive (CBRNE) weapons and cyberattacks. These grants funds will be utilized for CBNRE Support of SEAR-Rated Special Events including a detection unit and overtime. The funds will also be used to upgrade a current antiquated vehicle mounted X-ray system that is necessary to keep the FBI accredited status.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a grant agreement and to accept and deposit a FY2024 State Homeland Security Program Grant from the Ohio Emergency Management Agency in the amount of $92,337 into the Operations Grant Fund Account Code 2016-52000-3G05003STDSTD.
SECTION 2. That the appropriation of $92,337 from the unappropriated grant proceeds of the Operation Grants Fund is authorized to various accounts within Account Code 2016-52000-3G05003STDSTD and the expenditure of same is authorized for upgrading current antiquated vehicle mounted X-ray system that is necessary to keep the FBI accredited status and CBNRE Support of SEAR-Rated Special Events including an explosives detection unit and overtime.
SECTION 3. That the Mayor is authorized to accept bids and award contracts for the purposes authorized in Section 2, upon terms and conditions acceptable to the Director of Police and the Director of Law.
SECTION 4. That the Finance Director is authorized to draw their warrant or warrants against the above-mentioned Account Code in payment of the above-authorized obligations in an amount not to exceed $92,337 upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this ordinance is necessary for the immediate preservation of the public peace, health, safety and property and to expedite the receipt and expenditure of grant funding.
