Authorizing the re-appropriation of $95,273.53 within the Local Fiscal Recovery Fund parks and recreation infrastructure revitalization project budget; authorizing the Mayor to accept bids and award contracts for said purpose; and declaring an emergency.

SUMMARY & BACKGROUND:

Ordinance 71-22 authorized expending up to $4,815,000 for a roster of park improvement projects throughout the city. As the project designs were clarified and bidding processes were finalized, some projects were completed for less than the original estimate and others have required additional funding. This Ordinance authorizes the re-appropriation of funds from the golf course improvements allocation and from the Navarre Playground allocation to the Jermain Tennis Court Renovation allocation. All Funds for these projects are included in the original ordinance so no additional resources are being requested through this amended ordinance.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the disappropriation of $70,000 is authorized from the Local Fiscal Recovery Fund Account Code 2021-40100-7PARKSR007NEI and the disappropriation of $25,273.53 is authorized from the Local Fiscal Recovery Fund Account Code 2021-40100-7PARKSR002NEI.

 

SECTION 2. That the appropriation of $95,273.53 is authorized from the unappropriated balance of the Local Fiscal Recovery Fund to Account Code 2021-40100-7PARKSR004NEI and the expenditure of same is authorized for the Jermain Tennis Court Renovation project.

 

SECTION 3. That the Mayor is authorized to accept bids and award contracts for the purposes specified in Section 1 upon terms and conditions as acceptable to the Director of Law and the Director of Parks and Youth Services.

 

SECTION 4. That the Finance Director is authorized to draw warrant or warrants against the above account codes in payment of the above authorized obligations in amounts not to exceed $95,273.53 upon presentation of the proper voucher or vouchers.

 

SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to timely construct the improvements at Jermain Park for proper and safe use.
