SUMMARY & BACKGROUND:

The Department of Human Resources sought competitive proposals for dependent audit services for the City’s health plan from February 27, 2026 through March 24, 2026.  Four organizations submitted proposals.  Hylant, the City’s benefit consultant, reviewed and analyzed the proposals and together with City representatives scored the proposals.  Based on this thorough process, the recommendation to provide this service is Accretive Global Insurance LLC dba Part D Advisors, Inc.  The cost for these services will not exceed $34,000.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1.                     That the Mayor is authorized to enter into an Agreement for dependent audit services for the City of Toledo’s self-funded medical insurance plan. Such Agreement shall contain terms and conditions deemed proper and requisite according to the Director of Law and Director of Human Resources.

          

SECTION 2. That the expenditure of an amount not to exceed $34,000 is authorized from the Healthcare Internal Service Fund, Account Code 7083-17100-573410-1156001STDSTD for the dependent audit services for the City of Toledo’s self-funded medical insurance plan.

 

SECTION 3.                     That the Director of Finance is authorized to draw warrant or warrants against the Account Code in Section 2 in payment of the authorized obligations upon presentation of proper voucher or vouchers in an amount not to exceed $34,000.  

 

SECTION 4.                     That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the ordinance must be immediately effective in order to maintain quality healthcare coverages and cut costs where indicated for the City of Toledo’s health care plan.

                     

Vote on emergency clause:  yeas 12 nays 0.
