Authorizing the expenditure of $150,000 from the Capital Improvement Fund for the for the installation of decorative streetlights along Sylvania Avenue from Douglas Road to Jackman Road; authorizing the Mayor to enter into contracts; and declaring an emergency.

 

Body

SUMMARY & BACKGROUND:

Toledo City Council authorized District Improvement Program application for the installation of eleven (11) decorative light posts on the north side of Sylvania Avenue between Douglas and Secor. It has been determined that extending this project to Jackman Road will benefit the neighborhood and help to bolster the vitality of the business district. Additional funding is available in in the Capital Improvement Fund for Lighting Projects.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That an expenditure of an amount not to exceed $150,000 is authorized from the Capital Improvement Fund account code 5040-35000-8CP1835SMRTLT for the installation of decorative streetlights along Sylvania Avenue from Douglas to Jackman.

 

SECTION 2.  That the Mayor is authorized to execute the necessary contract(s) for the installation of decorative streetlights along Sylvania Avenue from Douglas to Jackman upon such terms and conditions as shall be approved by the Director of Public Service and the Director of Law.

                                                                                                         

SECTION 3. That the Director of Finance is authorized to issue warrant or warrants against the account code identified in Section 1, in an amount not to exceed $150,000 in payment of the obligations incurred pursuant to the above authorized contracts upon presentation of the proper voucher or vouchers.

 

SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to expedite the project.

 

Vote on emergency clause:  yeas 12, nays 0.

 

Failed:  December 10, 2019, as an emergency measure:  yeas 5, nays 7.
