SUMMARY & BACKGROUND:

The Ohio Environmental Protection Agency has recently approved a Source Water Protective Strategies grant application submitted by The City of Toledo Division of Water Treatment to complete educational activities within the Maumee Watershed. This grant would utilize The Ohio State University to complete educational outreach and education within the Western Lake Erie Basin on Toledo’s behalf.  The Ohio State University will utilize their extension agents as well as their School of Food, Agriculture and Environmental Resources to complete educational efforts including a ‘train the trainee’ program to train agricultural agents, education of students within 4-H programs and outreach to agricultural producers to increase awareness and education about nutrient runoff and the health of Lake Erie.

 

This grant is offered as a cost reimbursement to public water systems meaning that OEPA will reimburse the City of Toledo after costs have been incurred with the Ohio State University educational programs.  This grant effort will improve communication and understanding between the agricultural community and Lake Erie water consumers in the City of Toledo, with the ultimate goal of improving the water quality of Lake Erie. 

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the Mayor is authorized to enter into a grant agreement with the Ohio Environmental Protection Agency for the Source Water Protective Strategies Grant upon terms and conditions acceptable to the Director of Public Utilities and the Director of Law.

 

SECTION 2. That the Mayor is authorized to accept and deposit grant proceeds from the OEPA in an amount not to exceed $15,129 into the Water Replacement Fund, Account Code 663G-32000-4UG1526STDSTD, for the purpose of completing work necessary to administer the grant.

 

SECTION 3. That the appropriation from the unappropriated grant proceeds in an amount not to exceed $15,129 is authorized from the Water Replacement Fund into Account Code 663G-32000-4UG1526STDSTD; and further authorizing the expenditure of same for the Source Water Protective Strategies Grant.

 

                     SECTION 4.                     That the Mayor is authorized to enter into an agreement with The Ohio State University for the purpose of the grant, upon terms and conditions acceptable to the Director of Public Utilities and the Director of Law.

 

 

                     SECTION 5. That this Council finds and determines it is in the best interest of the City to waive the competitive bidding requirements of TMC Chapter 187 for the reason that The Ohio State University is uniquely qualified through their extension agents to complete the education and outreach efforts.

 

SECTION 6.                      That the Director of Finance is authorized to issue their warrant or warrants against the Account Codes above in amounts not to exceed those above in payment of the above-authorized obligations upon presentation of proper voucher or vouchers.   

 

SECTION 7.                      That this Ordinance is declared to be an emergency and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property of the city and for the further reason that this ordinance must be immediately effective in order to implement this program within the OEPA’s designated time schedule.
