Authorizing the Mayor to enter a 1-year service/support agreement with Stryker ProCare Services to maintain, service, and repair (27) Lifepak 15 cardiac monitors; authorizing the General Fund expenditure of $36,016.20 for payment of said contract; waiving the competitive bid requirements of Chapter 187 of the Toledo Municipal Code; and declaring an emergency.

SUMMARY & BACKGROUND:

Reliable cardiac monitoring is a key component of emergency medical services in the pre-hospital treatment of cardiac-related events. In 2021, TFRD responded to over 50,488 emergency medical service (EMS) incidents and performed 19,629 12-lead EKGs. Subsequently, 2,764 cardiac events were identified and mitigated. Said interventions depend on a properly functioning Lifepak 15 cardiac monitor.

 

This service contract facilitates said cause and TFRD's mission to provide the community with the highest possible level of pre-hospital emergency medical care by maintaining the good working order of the aforementioned (27) Lifepak 15 cardiac monitors.  

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the Mayor is authorized to enter into a 1-year Lifepak 15 service/support contract with Stryker ProCare Services for the maintenance of (27) Lifepak 15 cardiac monitors.

 

                     SECTION 2. That, subject to available appropriations, an expenditure not to exceed $36,016.20 is authorized from the General Fund, account code 1001-53000-3341002EMSBUR for the cost of the Stryker ProCare Service agreement.  

 

SECTION 3. The competitive bidding requirements of Toledo Municipal Code Chapter 187 are waived because Stryker is a sole source provider of and for Lifepak 15 cardiac monitor sales, service, repairs, and similar.

 

SECTION 4. That the Finance Director is authorized to issue warrant or warrants against the above-mentioned Account Code in an amount not to exceed $36,016.20 for payment of the above-authorized obligations upon presentation of proper voucher or vouchers.

 

SECTION 5. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of public health, safety, and welfare and for the further reason of ensuring the good working order of (27) Lifepak 15 cardiac monitors as used by the Department of Fire & Rescue Operations in providing emergency medical services to the community at large.
