SUMMARY & BACKGROUND:
The Division of Road & Bridge Maintenance is charged with snow and ice removal on sidewalks designated as Safe Routes to School and the downtown area which includes bridge sidewalks. The division’s current equipment is not adequately sized for the majority of bridge sidewalks. This equipment will allow efficient removal of snow from all sidewalks. This equipment can also be utilized by the division to mow grass around guardrail and on levees. This legislation allows the purchase of the remote-control machine, snow blower and flail mower attachments. Funds for this expenditure are available in the division’s approved 2024 operating and capital budget.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the disappropriation of an amount not to exceed $80,000 is authorized from the Street Construction Maintenance and Repair Fund (SCM&R) Account Code 2014-23100-533300-2411001STDSTD.
SECTION 2. That the appropriation of an amount not to exceed $80,000 is authorized to the Street Construction Maintenance and Repair Fund (SCM&R) Account Code 2014-23100-540200-2411001STDSTD, and the expenditure of same is authorized to purchase a remote-control snow blower and flail mower.
SECTION 3. That the expenditure of an amount not to exceed $45,000 is authorized from the Capital Improvement Fund Account Code 5040-23100-540200-8CP2331LEVEES for the purchase of a remote-control snow blower and flail mower.
SECTION 4. That the Mayor is authorized to accept bids and enter into a contract for said contract as stated above upon such terms and conditions as approved by the Director of Transportation and the Director of Law.
SECTION 5. That the Finance Director is authorized to draw their warrant or warrants against the above listed account codes in an amount not to exceed $125,000 in payment of the obligations authorized above upon presentation of proper voucher or vouchers.
SECTION 6. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to purchase the equipment necessary to remove snow from sidewalks designated as Safe Routes to School and downtown, as well as mow around guardrail and levees.
