Title

Authorizing the expenditure of an amount not to exceed $2,200,000 from the Capital Improvement Fund for fire engines and related equipment and services; authorizing the Mayor to accept bids and award contracts necessary to complete said purchases; and declaring an emergency.

SUMMARY & BACKGROUND:

Ordinances 176-23 and 177-23 authorized the purchase of fire vehicles and equipment. Funds from these ordinances will be combined with funding authorized herein for the purchase of up to (4) Fire Engines and related equipment to maintain the department’s 15-year apparatus replacement schedule.

 

The apparatus replacement schedule preserves a complement of service-ready emergency response vehicles according to NFPA 1912 governing safety standards (herein attached as Addendum A), which recommends repurposing or retiring frontline apparatuses with more than (15) service years. By design, said safety standard protects the community from undue peril attributed to response delays caused by malfunctions common to older vehicles.

 

Accordingly, the new Engines will repurpose or retire models with (21) or greater service years, including the following: (1) 1997, (1) 1999, and (2) 2002s.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the Mayor is authorized to prepare plans and specifications, to accept bids or utilize cooperative or collaborative procurement programs and enter into contracts for the purchase of fire engines and related equipment and services for the Toledo Fire and Rescue Department, upon such terms and conditions as the Mayor may deem requisite and proper and shall be subject to approval by the Department of Law and the Director of Fire.

 

SECTION 2. That the amount not to exceed $2,200,000 is authorized for expenditure from Capital Improvement Fund Account Codes 5040-53000-8CB2310FIRVEH and 5040-53000-8CP2338FIRVEH for the purchase of fire engines and related equipment and services for the Toledo Fire and Rescue Department.

 

SECTION 3. That the Director of Finance is authorized to draw warrant or warrants against the above Account Codes in an amount not to exceed $2,200,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.

 

SECTION 4.                      That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective in order to allow the timely replacement of an aging fleet.
