SUMMARY & BACKGROUND:
The Ohio Emergency Management Agency has awarded the Toledo Fire and Rescue Department an FY2023 State Homeland Security Program Grant in the amount of $152,200. The State Homeland Security Program (SHSP) is a core assistance initiative that provides funds to facilitate emergency response capabilities at the State, local, tribal, and territorial levels, purposed to enhance national resiliency and recovery against disruptions from incidents both natural and manmade.
The award supports equipment purchases relating to the targeted sustainment of Specialty Teams in the City of Toledo and State of Ohio.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a grant agreement and accept and deposit a grant from the Ohio Emergency Management Agency in an amount not to exceed $152,200 into the Operation Grants Fund Account Code 2016-53000-3G00412STDSTD to support training and equipment purchases relating to hazardous material and water search & rescue response in the City of Toledo and State as necessary to administer and maintain the Ohio Fire Chiefs’ Emergency Response Plan/System.
SECTION 2. That the appropriation of $152,200 is authorized from the unappropriated grant proceeds of the Operation Grants Fund to Account Code 2016-53000-3G000412STDSTD and further authorizing expenditure of the same for the purposes authorized in Section 1.
SECTION 3. That the Mayor is authorized to accept bids or utilize cooperative or collaborative procurement programs and enter into contracts, under such terms and conditions as may be acceptable to the Director of Fire, Director of Law, and the Mayor.
SECTION 4. That the Director of Finance is authorized to draw warrant or warrants against the above Account Code in an amount not to exceed $152,200 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the maintenance of homeland security and the related preservation of public peace, health, safety, and property.
