Title

Authorizing the appropriation and expenditure of an amount not to exceed $400,000 from the Sewer Replacement Fund for emergency services to repair the variable frequency drives that power pumps 1 and 3 at the Reynolds Area Pumping Station; authorizing the Mayor to enter into a contract for said emergency repair services; waiving the competitive provisions of TMC Chapter 187; and declaring an emergency.

Body

SUMMARY & BACKGROUND:

The Reynolds Area Pumping Station located at 4150 Airport Hwy, Toledo Ohio pumps sanitary sewage from approximately 7,000 business and residential properties in South Toledo.  Recent drive failures have left the station without redundant capacity. Existing drives are obsolete and cannot be serviced. Restoring redundant capacity will require installation of new drives. The work is underway and the contractor has provided a not to exceed price to complete the work.

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

SECTION 1.                     That the appropriation of $400,000 is authorized from the unappropriated balance of the Sewer Replacement Fund to Account Code 6073-36000-4UC3024STDSTD for emergency drive repair project at the Reynolds Area Pumping Station and the expenditure of the same amount is authorized.

SECTION 2.                     That the Mayor is authorized to enter into an emergency contract with Romanoff for emergency drive repair at the Reynolds Area Pumping Station, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.

SECTION 3. That this Council finds and determines that it is in the best interest of the City that the competitive provisions of TMC Chapter 187 are waived for the reason that Romanoff Electric Company LLC was immediately ready to proceed with emergency services to install replacement drives for Pumps 1 and 3 at the Reynolds Area Pumping Station.

SECTION 4. That the Finance Director is authorized to issue their warrant or warrants against the account code identified in Section 1 in an amount not to exceed $400,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.

SECTION 5.  That the disappropriation of any remaining budget to fund balance at project closeout is authorized.

SECTION 6. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to pay Romanoff for emergency repair of pump drives at the Reynolds Area Pumping Station.
