SUMMARY & BACKGROUND:
This ordinance authorizes the expenditure of up to $225,746.57 to upgrade obsolete and underperforming audio, visual and recording equipment in Courtrooms 4, 6 and 7. The upgraded equipment will allow for the Toledo Municipal Court to make accurate records of court proceedings. The specific equipment being upgraded are:
- AV Recorders
- AV Recording Software
- Microphones
- Audience Speakers
- HD Cameras
- Display Monitors
- Laptop Connections for Evidence Display
- Video Conferencing Hardware
- Equipment Racks
Toledo Municipal Court is requesting that requirements for competitive bidding be waived due to the specialized nature of the work to be performed and JAVS is the current vendor the court uses for their audio, visual and recording needs.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. The expenditure of an amount not to exceed $225,746.57 is authorized from the Toledo Municipal Court Fund Account Code 1001-10800-3000257STDSTD for Contractual Services.
SECTION 2. That the Mayor is authorized to enter into a contract with JAVS for the purposes specified in Section 1 upon terms and conditions as acceptable to the Toledo Municipal Court and the Director of Law.
SECTION 3. That this Council finds and determines it is in the best interest of the city to waive the competitive procurement requirements of TMC Chapter 187 for the reason that JAVS is uniquely qualified to deliver the specialized audio, visual and recording services required for this project.
SECTION 4. That the Finance Director is authorized to draw warrant or warrants against the above account code in payment of the above authorized obligations in amounts not to exceed $225,746.57 upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to timely enhance the visual, audio and recording needs of the court for optimal functionality and compliance with statutory requirements.
