SUMMARY & BACKGROUND:

Toledo Police Department (TPD) desires to relocate an office to the property located at 1640 Sylvania Avenue, Suite A, Toledo, Ohio, currently owned by Highland Ventures Real Estate LLC. This location replaces the D. Michael Collins Northwest Office on West Sylvania Avenue, which closed in the summer of 2025, and fulfills the relocation project for which City Council allocated $500,000 earlier this year. Located east of the intersection of Sylvania Avenue, Tremainsville Road, and Jackman Road, this site will serve as a community policing station and office space adjacent to the Library Village neighborhood, allowing TPD to better serve the community and deploy its resources where most needed. The funds will be utilized for the lease payment and repairs, maintenance, upgrades and equipment to facilitate the operation of the leased property.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is authorized to enter into a lease agreement with Highland Ventures Real Estate LLC, for the property located at 1640 Sylvania Avenue, Suite A, Toledo, OH for an initial term of seven (7) years, with an option to renew for up to one (1) additional five (5) year term, and for the payment of rent and operating costs, upon terms and conditions acceptable to the Director of Police and the Director of Law.

 

                     SECTION 2. That subject to appropriation the expenditure not to exceed $45,471 is authorized for annual lease payments pursuant to the lease authorized in Section 1 from the General Fund Account Code 1001-52000-3381002STDSTD.

 

SECTION 3. That subject to appropriation the expenditure of $471,000 is authorized from the General Fund Account Code 1001-52000-3381002STDSTD for the repairs, maintenance, upgrades and equipment necessary to facilitate the operation of the leased property.

 

SECTION 4. That the Mayor is authorized to accept formal and informal bids, utilize cooperative procurement collaboratives and enter into contracts for the purposes authorized in Section 3, upon terms and conditions acceptable to the Director of Police and the Director of Law.

 

SECTION 5.  That the Director of Finance is authorized to draw their warrant or warrants against the above Account Codes in amounts not to exceed those authorized above upon presentation of the proper voucher or vouchers.

 

SECTION 6.  That it is found and determined that all formal actions of City Council concerning and relating to the passage of this Ordinance were adopted in an open meeting of Council and that all deliberations of Council and any of its committees that result in such formal action were in meetings open to the public in accordance with all legal requirements, including Section 121.22 of the Ohio Revised Code.

 

SECTION 7.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that the lease and occupancy of this location will permit cost-efficient deployment of resources to better serve the community.
