SUMMARY & BACKGROUND:                                                               

On January 12, 2018, Environmental Services contracted with Hull and Associates to clean-up a graphite spill on the 3300 block of Detroit Avenue. Environmental Services estimated that about 10 pounds of graphite was spilled and impacted water, soil, asphalt, and gravel measuring 477-feet wide. Sunpro, an agent for Hull and Associates used 12 bags of granular absorbent to soak up the graphite. Impacted non-paved areas were cleaned-up using hand tools. Thirteen (13) 55-gallon drums (3,400 pounds) of graphite impacted solids were generated during the clean-up efforts.

 

Following the initial clean-up, Sunpro remobilized to the site on January 13, 2018, to further excavate graphite impacted soils along fences and adjacent to driveways at homes along Detroit Avenue. In addition, Sunpro personnel wiped down front porches utilizing absorbent pads. An additional two (2) 55-gallon drums (600 pounds) of graphite-impacted solids (soil and pads) were generated on January 13, 2018.

 

All fifteen (15) drums were transported off-site and temporarily staged at Sunpro’s Toledo Operations Center pending off-site disposal. On February 2, 2018, Sunpro transported the fifteen drums of graphite impacted materials to Advanced Resource Recovery (ARR) in Inkster, Michigan for disposal.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1.       That an expenditure in an amount not to exceed $12,159 is authorized from the Chemical Preparedness Trust Fund, Account Code 2090-38000-6T24102STDSTD, for the cleanup of a graphite spill.

                     

                     SECTION 2.      That the mayor is authorized to accept bids and execute necessary contracts for the waste disposal upon such terms and conditions shall be approved by the Director of Public Utilities and the Director of Law.

 

SECTION 3.                        That the Finance Director is authorized to issue her warrant or warrants against the account code listed in Section 1 in an amount not to exceed $12,159 in payment of the above obligations incurred Section 1 above upon presentation of proper voucher or vouchers.

 

                     SECTION 4.      That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that the Ordinance must be immediately effective in order to satisfy appropriate and immediate disposal of hazardous and non-hazardous waste in protection of the environment.
