SUMMARY & BACKGROUND:

This ordinance authorizes the acceptance, deposit, appropriation, and expenditure of $1,250,000 from the United States Department of Justice fiscal year 2023 COPS Technology and Equipment Program. This ordinance further authorizes the total expenditure of $1,305,000 with Motorola Solutions, Inc. for radio upgrades. The grant funds will be used along with general funds of $55,000 for this purchase. Motorola Solutions, Inc. is the sole source supplier for police radio communications for the City of Toledo.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1.  That the Mayor is authorized to enter into a grant agreement and to accept and deposit grant funds from the United States Department of Justice fiscal year 2023 COPS Technology and Equipment Program in the amount of $1,250,000 into the Operation Grants

Funds. 

            

           SECTION 2.  That the Mayor is authorized to enter into an agreement with Motorola Solutions, Inc. for the purchase of police radio communications equipment upgrades not to exceed $1,305,000. 

 

           SECTION 3. That the appropriation of $1,250,000 is authorized from the unappropriated grant proceeds in the Operation Grants Fund Account Code 2016-52000-3G07740STDSTD; and the expenditure of same is authorized for the purchase of Motorola Solutions, Inc. police communication equipment upgrades.

 

          SECTION 4. That the amount not to exceed $55,000 is authorized for expenditure from General Fund Account Code 1001-52000-3381002STDSTD for the purchase of Motorola Solutions, Inc. police equipment communication upgrades.

 

          SECTION 5. That this council finds it in the best interest of the city to waive the competitive bidding requirements of TMC Chapter 187 for the reason that Motorola Solutions Inc. is the sole-source provider for Motorola Solutions, Inc. police equipment communication upgrades.

 

           SECTION 6. That the Finance Director is authorized to draw a warrant or warrants against the above referenced Account Codes in payment of the obligation authorized in Section 1 through 4 herein, and upon presentation of proper voucher or vouchers.

 

           SECTION 7.  That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property.
