Title

Authorizing the Mayor to enter into an Amended Agreement with the Lucas County Board of Commissioners and other participating jurisdictions for the continued operations of the established Regional Combined Health District; authorizing the expenditure of funds; and declaring an emergency.

Body

SUMMARY & BACKGROUND:

By agreement effective November 2, 1999, the District Advisory Committee for the Lucas County General Health District, the Board of Commissioners of Lucas County, Ohio and the cities of Toledo, Maumee, Sylvania, and Oregon established a regional combined health district.   The Agreement has been amended periodically for the purposes of adding the City of Waterville, a board member or extending the term of the Agreement.  The amended agreement updates census population calculations for cost apportionment, the division of responsibilities for limited in-kind services and the addition of term limits.

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1.  That the Mayor is authorized to execute an Amended Agreement between the Chairman of the Lucas County General Health District Advisory Council, the Lucas County Board of Commissioners, and the other Lucas County subdivisions participating in the regional combined health district (the “Agreement”) extending the Agreement through 2028, with an option for renewals thereafter, subject to terms and conditions approved by the Mayor and the Director of Law.

SECTION 2.                      Expenditures are authorized from the General Fund subject to appropriations for the purpose authorized in Section 1; and the Director of Finance is authorized to draw a warrant or warrants in payment of the above obligations authorized upon presentation of the proper voucher or vouchers.

SECTION 3.   That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that the Amended Agreement for the regional combined health district should be authorized at the earliest possible time for the purpose of continued operations.
