SUMMARY & BACKGROUND:
The City of Toledo is advancing the environmental remediation and demolition of the former Health Department Building located at 701 Cherry Street following the relocation of the Toledo-Lucas County Health Department to the former Diocese Building on Spielbusch Avenue.
The 701 Cherry Street building has been determined to be functionally obsolete and requires substantial capital investment to remain operational. Current estimates indicate that more than $10 million in improvements would be required over the next several years to address deficiencies associated with the building's plumbing, mechanical, structural, roofing, and other major building systems. Given the condition of the building, its anticipated capital needs, and the relocation of the Health Department, continued investment in the facility is not considered financially prudent.
To assist with the cost of addressing the property, the City has secured a $571,342 grant from the Ohio Department of Development's Brownfield Remediation Program for environmental remediation and demolition of the building. The grant will offset a portion of the City's costs associated with environmental abatement and demolition and facilitate the productive reuse of the property.
Following demolition, the City intends to redevelop the site as a surface parking lot for City employees working at One Government Center and other nearby municipal facilities. The project will provide additional dedicated employee parking within convenient walking distance of One Government Center and reduce the City's reliance on leased or otherwise constrained downtown parking options. The parking lot will also provide a productive interim use for the property following demolition while preserving the City's ability to evaluate future long-term redevelopment opportunities for the site.
This Ordinance authorizes the City to procure and enter into contracts necessary to complete the environmental remediation and demolition of the former Health Department Building and to design and construct the subsequent employee surface parking lot. An amount not to exceed $2,700,000 from the Capital Improvement Fund is authorized for these activities, which will supplement the $571,342 in grant funding previously awarded by the Ohio Department of Development.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to prepare plans and specifications and to accept bids and enter into contracts for the remediation and demolition of the former Health Department Building located at 701 Cherry Street including such items as labor, materials and professional services necessary for the project upon such terms and conditions shall be approved by the Director of Public Service and the Director of Law.
SECTION 2. That the Mayor is authorized to prepare plans and specifications and to accept bids and enter into contracts for the design and construction of a surface parking lot on the site including such items as labor, materials and professional services necessary for the project upon such terms and conditions shall be approved by the Director of Public Service and the Director of Law.
SECTION 3. That an amount not to exceed $2,700,000 is authorized for expenditure from the Capital Improvement Fund, Account Code 5040-26100-8CP2607HLTDEP for the purposes identified in Sections 1 and 2.
SECTION 4. That the Director of Finance is authorized to draw their warrant or warrants against the above Account Code in payment of the above obligations in an amount not to exceed $2,700,000 upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to facilitate the environmental remediation and demolition of the property.
