SUMMARY & BACKGROUND:
A District Improvement Program application has been submitted to provide funding to construct an athletic field at Smith Park. The District Improvement Review Committee convened on February 02, 2024, and recommended approval of this application in an amount of $139,886.25.
The current field grass recreation field has ruts and uneven areas which deteriorate the level of play, inhibit proper drainage, and also could result potential injury to players. The construction project will regrade the field, seed with appropriate turf grass, and fencing the perimeter of the field. The total cost of the project was projected to cost $139,886.25.
Ordinance 50-24 was approved by Toledo City Council authorizing $139,886.25 for the project. During construction foundations and other building debris were encountered by the contractor that resulted in additional costs to perform the identified scope of work. Therefore Ordinance 50-24 is being amended to provide an additional $15,000 to cover these unforeseen costs.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That SECTION 1. of Ordinance 50-24, which reads as follows:
That a sum of $139,886.25 is authorized for expenditure from Account Code 5040-10100-8CP2318DNGPRO from the Capital Improvement Fund District Improvement Program for construction of an athletic field at Smith Park.
Is repealed.
SECTION 2. A new SECTION 1 of Ordinance 50-24 is enacted and reads as follows:
That a sum of $154,886.25 is authorized for expenditure from Account Code 5040-10100- 8CP2222DNGPRO from the Capital Improvement Fund District Improvement Program for construction of an athletic field at Smith Park.
SECTION 3. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective to rectify the deficiencies at the Smith Park recreation field in a timely manner.
