SUMMARY & BACKGROUND:
The City of Toledo recognizes the importance of promoting sustainability and reducing the environmental impact of municipal waste operations. City waste operations presents a viable opportunity for a renewable energy projects that can benefit the city and its residents. To help support these opportunities, the Department of Public Service is requesting consulting services from Palmer Energy Company (Palmer). Palmer possesses the necessary expertise and experience in renewable energy consulting, making them uniquely qualified to assist the city in this endeavor.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into an annual agreement for up to five years with Palmer Energy Company for consulting services.
SECTION 2. That, subject to available appropriation in future years, an annual expenditure in an amount not to exceed $40,000 is authorized for expenditure from the General Fund Account Code 1001-24500-6232002STDSTD, for the purpose authorized in Section 1.
SECTION 3. That this Council finds it in the best interest of the city to waive competitive procurement requirements of TMC Section 187 as Palmer Energy is currently under contract with the city for energy consulting services and they provide the necessary sole source expertise for renewable energy projects
SECTION 4. That the Finance Director is authorized to issue warrant or warrants against the Account Code listed in Section 2 upon presentation of properly approved voucher or vouchers in a total amount not to exceed $40,000 annually.
SECTION 5. That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety and property.
