Title

Authorizing the mayor to enter into a contract for the design, construction and installation of City of Toledo Park signs; waiving the formal competitive bidding provisions of TMC Ch. 187; and declaring an emergency.

SUMMARY & BACKGROUND:

This ordinance authorizes the waiving of competitive bidding for the manufacturing and installation of the remainder of City of Toledo Park signage. This enables continued utilization of Toledo Sign Co., to maintain consistent design and construction for uniformity and more efficient maintenance.  Authorization to expend funds on signage was approved with Ordinance 139-23.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

 SECTION 1.  That the Mayor is authorized to enter a contract with Toledo Sign Company, Inc. for the design, construction and installation of City of Toledo Parks signs, upon such terms and conditions as acceptable to the Director of Parks and Youth Services and the Director of Law.

 

SECTION 2.  That this Council finds it in the best interest of the City to waive the formal competitive procurement requirements of Toledo Municipal Code Chapter 187 for the reason that the established design and construction can remain consistent in the interest of efficiency and uniformity.

 

SECTION 3.  That this Ordinance, being an emergency measure, shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to advance consistent park wayfinding signage for the community.
