SUMMARY & BACKGROUND:
[O-573-23] The Division has eight outstanding invoices from Meldrum associated with emergency assistance on three events to help assure continued reliable operation of the plant facilities. While preparing for and during removal and replacement of RAS pumps Meldrum provided services that left undone could have resulted in serious permit violations. Meldrum fabricated chain links that drive the bar screen rake at the Bayview Pumping Station so the bar screen could remain in service. There were no links in stock and the OEM vendor could not respond in a timely manner. Without the screen rake, the bar screen would become plugged in a short period of time resulting in a significant loss in pumping capacity. Functional valves are required to isolate sections of the plant for maintenance and repair purposes. Meldrum fabricated repair parts for several large valves on site to restore them to operational service so that necessary repairs elsewhere could be made.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the expenditure of $43,420 from the Sewer Replacement Fund to Account Code 6073-36000-4UC1723STDSTD for emergency assistance and repairs at the Bayview Water Reclamation Facility is authorized.
SECTION 2. That the mayor is authorized to award an emergency contract to and pay Meldrum for emergency repairs and assistance at the Bayview Water Reclamation Facility, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.
SECTION 3. That Council finds and determines that, pursuant to TMC Chapter 187.20, formal competitive bidding was waived for the reason that it was an emergency that could not have been reasonably foreseen and would result in an interruption or detriment to utility services and the repair cost has been deemed reasonable by the Director of Public Utilities.
SECTION 4. That the Finance Director is authorized to issue their warrant or warrants against the Account Code identified in Section 1 in an amount not to exceed $43,420 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to pay Meldrum for emergency services at the Bayview Water Reclamation Facility.
