SUMMARY & BACKGROUND:

The City of Toledo’s existing management agreement for the city’s golf courses expires Dec. 31, 2023. The city recently published a request for qualifications (RFQ) for those interested in entering into a management agreement for the operation of the city’s three municipal golf courses. The RFQ was successful in soliciting five entities expressing an interest in managing the city’s municipal golf courses. The proposals were evaluated against a standard RFQ matrix and the top three entities were invited to participate in interviews. Parks and Youth Services staff and a representative from the Municipal Golf Course Preservation and Engagement Commission participated in the interview process. While all three entities presented strong proposals, the evaluation team ultimately decided that the operating plan and proposed shift in staff culture presented by Oliphant Golf most closely matched the goals of the department. The proposed management agreement requires the management company to submit a proposed annual course management budget to the Director of Parks and Youth Services for approval.

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the Mayor is authorized to enter into a golf course management agreement for the management and operation of the city’s three municipal golf courses located at Ottawa Park, Detwiler Park, and Collins Park. Said management agreement shall be for an initial term of four years with two optional four-year term extensions with conditions as deemed proper and requisite according to the Mayor, Director of Parks and Youth Services, and Director of Law.

 

                     SECTION 2. That the Mayor is authorized to accept bids and enter into contracts as necessary for golf course operations not covered under the management agreement authorized in Section 1, upon terms and conditions acceptable to the Director of Parks and Youth Services and the Director of Law.

 

                     SECTION 3. That subject to annual appropriation expenditures from the Golf Course Improvement Fund Account Codes 2005-40100-5C13804STDSTD, 2005-40100-5C13805STDSTD and 2005-40100-5C13806STDSTD are authorized for golf course management and operations.

 

                     SECTION 4. That the Finance Director is authorized to draw their warrant or warrants against the above Account Codes in an amount not to exceed annual appropriations in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.

 

                     SECTION 5.  That this Ordinance be an emergency measure and shall take and be in force and effect after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public property and further reason that this Ordinance must be immediately effective in order to timely enable implementation of the new golf course management agreement so as to avoid any interruption in the 2024 golf season.
