SUMMARY & BACKGROUND:
In February 2019, the Administration entered into an agreement with Davey Golf, a division of Davey Tree Expert Company for the management and operation of the Ottawa Park, Detwiler, and Collins Park municipal golf courses. After careful analysis by Davey Golf and the city, it was determined the courses and equipment were left in less than satisfactory condition by the previous lessor. The Division of Parks, Recreation and Forestry has had to rent, repair and mobilize salvageable equipment at an added expense in order to restore the courses to playing condition. This, combined with record rain fall, has delayed course openings at a loss of three months’ worth of operating revenues and additional costs.
The Division of Parks Recreation and Forestry requests a transfer from the General Fund in an amount not to exceed $700,000 in order to continue operation at the three municipal golf courses.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $700,000 is authorized from the General Fund to Account Code 1001-60300-5C13803STDSTD and the operating transfer of same is authorized to the Golf Improvement Fund Account Code 2005-60300-5C13803STDSTD for the continued operation of the city’s three municipal golf courses.
SECTION 2. That the 2019 revenue estimate for the Golf Improvement Fund is increased by $850,000 to reflect estimated revenues from the three municipal golf courses.
SECTION 3. That the disappropriation of $150,000 is authorized from the Golf Improvement Fund Account Code 2005-60300-558100-5C13803STDSTD.
SECTION 4. That the appropriation and expenditure of $1,550,000 is authorized from the Golf Improvement Fund to Account Code 2005-60300-5C13803STDSTD for the continued operation of the city’s three municipal golf courses.
SECTION 5. That the mayor is authorized to accept bids and enter into contracts as necessary for golf course operations not covered under the management agreement.
SECTION 6. That this Ordinance be an emergency measure and shall take and be in force and effect after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public property and further reason that this Ordinance must be immediately effective in order to avoid interruption in the 2019 golf season.
