SUMMARY & BACKGROUND:

Ordinance No. 468-24 authorized the appropriation and expenditure of up to $200,000 for the Roots Air Blowers Project. This project involves the rebuild and/or replacement of proprietary parts and equipment associated with two existing Roots air blowers in the Main Equipment Building at the Bay View Water Reclamation Plant (Plant). The Project originally included the rebuild of all bearings for the two air blowers, however, the work scope increased following discussions with Tomlin Equipment Company, the local authorized representative and supplier of Roots proprietary parts and equipment and services in Northern Ohio. The Division of Water Reclamation (Division) was informed the seals would need to be replaced as they could not be rebuilt. These air blowers are massive machines housed in the Main Equipment Building at the Plant, and are used to provide 33,333 cubic foot per minute (cfm) each of outside air to the activated sludge system in the Secondary Treatment Facility. The activated sludge system is considered to be the heart of the Bay View Water Reclamation Plant. These air blowers were installed in 2007 and have not been rebuilt or upgraded since then. The rebuild/replacement work was estimated at $175,000 for each air blower a few months ago. The Division decided to pursue the repairs for the two air blowers under one contract. This necessitated the request for an additional $200,000 for a total of $400,000 to pay for Roots proprietary parts and equipment and services associated with the rebuild and replacement work of two air blowers. The Division will seek a contract with the Original Equipment Manufacturer, Roots, or the local authorized sales representative, Tomlin Equipment Company, to rebuild and/or replace bearings, seals and other components, as needed, in order to maintain the operational integrity of the two air blowers. Ordinance No. 468-24 authorized the waiver of all competitive bidding provisions of TMC Chapter 187 to contract with Roots or Tomlin Equipment Company for the repair work. The Division is requesting the same waiver under this ordinance.

 

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That the Mayor is authorized to enter into contracts with Roots and Tomlin Equipment Company for the rebuild and/or replacement of proprietary parts and equipment associated with the Roots Air Blowers Project in the Secondary Treatment Facility at the Bay View Water Reclamation Plant, upon terms and conditions acceptable to the Director of Public Utilities and the Director of Law.                     

 

SECTION 2. That the appropriation of $200,000 is authorized from the unappropriated balance of the Sanitary Sewer Replacement Fund into Account Code 6073-36000-4UC1624STDSTD for the rebuild and/or replacement of proprietary parts and equipment associated with the Roots Air Blowers Project in the Secondary Treatment Facility at the Bay View Water Reclamation Plant; and that the expenditure of the same is authorized.

 

                     SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive bidding provisions of TMC Chapter 187 for the reason that Roots is the Original Equipment Manufacturer and Tomlin Equipment Company is the authorized sales representative and supplier of Roots proprietary parts and equipment in Northern Ohio.

 

                     SECTION 4. That the Finance Director is authorized to issue their warrant or warrants against the Account Code identified in Section 2 in the amount of $200,000 in payment of the obligations authorized herein upon presentation of the proper voucher or vouchers.

 

                     SECTION 5.  That the disappropriation of any remaining budget to fund balance is authorized at project closeout.

 

                     SECTION 6. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to maintain the operational integrity of the Roots air blowers in the Secondary Treatment Facility at the Bay View Water Reclamation Plant.
